how do the numbers of stamens, petals, and sepals compare to each other?

I'm going to assume that you're talking about angiosperms for both cases.
For the first part, I believe there are usually 2-6 ovule per ovary. One large compartment housing all of them in a single plant.
I didn't think there was a relationship between the number of stamens, petals and sepals, but if I were to guess, according to the pictures I've seen:
There are 1/2 as many petals as stamens
There are 1/3 as many sepals as stamens.
I know this isn't a great answer, but I hope it gets you started somewhere.
